Understanding the Error:

The system is validating that students should not have an Annual Education or Service Plan without a SWDS record indicating the student is in the Speciat Education Program

Suggested Resolution:

If the student has a Plan Review Meeting or Reevaluation Meeting, ensure the student's Special Education Status is not equal to 4- Not Eligible
