Students enrolled in a County Office of Education and School of Attendance is NOT Juvenile Court school or NOT County Community School, must have the COE county-district Code populated in the DSEA field.

Suggested Resolution:

Verify that DSEA is correct and does not have COE county-district code populated. Verify the enrollment records for a student on census day.
