Understanding the Error:
The system is validating that if a SWDS record exists with the same SSID, Special Education Initial Entry Start Date is on or after July 1, 2023 and the SWD records are 1 - Eligible and Participating, then the Special Education Initial Entry Start Date must match between the records.
