Understanding the Error:
The system is validating that the submited SWDS record has a Special Education Satus Code and Non-Participation Reason Code for a student does exist in the same file or is same as the immediate previous SWDS record for a student based on the Special Education Status Effective Start Date.
Suggested Resolution:
Verify that the Special Education Status Effective Date, Speical Education Status Code and Non-Participation Reason Code are correct.
