Local Educational Agency Program (LEAP)
The Local Educational Agency Program (LEAP) data is comprised of the student demographics and address and appears as two separate container in the Student Details page. The page opens with the Demographics and Address containers in the collapsed position. Clicking the down arrow on the containers displays the individual records for the selected student. The system will display all demographics and address records by default, but only will allow editing of records belonging to the user’s LEA. The selected student’s historical records will be displayed in reverse chronological order. NOTE: If a user is not authorized to add, edit, or view confidential data types, some student records will not be displayed.
Account Roles Needed
Users need the following roles to access this section of the Student Details page.
- Student Search
- LEAP Edit
- LEAP View
An authorized user may perform the following functions through this interface:
- View and edit student’s Expanded Learning Program Data records belonging to the user’s LEA
- If a user is authorized, enter a new LEAP record by selecting the Add New Record button
LEAP File Submission Details
This file format is used to submit Local Educational Agency (LEA) program information. The LEA is required to submit LEA-level program information. This format uses the Replacement processing method. The operational key is used for batch processing. The primary keys is used for online maintenance processing. The record type code LEAP (Local Educational Agency Program) must be included in the Record Type field of each record. This record type is required to be submitted during the following certification collection window:
- End of Year 1 – Program Participation/ Behavioral Incidents/Absenteeism/Cumulative Enrollment/ Special Education Program/Services/Postsecondary/LEA Program
Accessing Local Education Agency Program Interface
The Local Education Agency Program section displays when a user clicks on Student Data
, searches for a SSID and arrives at the Student Detail page. If the user has the LEAP roles, the ocal Education Agency Program
should be visible and clickable. under the Student Details page to view, add or edit a selected student’s CTE data. The system will display the student’s historical records. If a user clicks either the Open or Add New Record button the system will display the “Student Career Technical Education** modal page with the respective fields populated with either values from the student’s existing record or the specified system default values.
Student Career Technical Education Container (In Progress)
The Local Education Agency Program container displays when the user clicks the Student Career Technical Education header under the Student Details page to view, add or edit a selected SCTE record. The system will display the student’s historical records. If a user clicks either the Open or Add New Record button the system will display the Student Career Technical Education modal page with the respective fields populated with either values from the student’s existing record or the specified system default values.

Clicking on the LEA Program header expands the container and reveals existing records.
Add New Record button enables user to create a new LEAP record.
Container column headers enable users to sort or filter existing records based on parameters set.
Open button enable users to view details of the demographic record. Record can only be modified if the record is owned by teh LEA the user is associated to.
Since the container only shows limited records at a time, the page buttons allow users to move to the next set of records.
If a user is authorized to add and edit records, the user will be able to click on the Open button of each record listed as well as the Add a New Record button.
If a user clicks either button the system will display the “Program” page with the respective fields populated with either values from the student’s existing record or the specified system default values. If the user attempts to navigate from the page before completing the process, the system will display a warning message for the user to confirm the update/addition data will not be submitted to the ODS.
Student LEA Program Modal
The Local Education Agency Program Details modal is depicted below followed by a screen elements table. If the user clicks to open an existing record, the LEA Programs page appears with the values from the student’s selected record. If the Add a New Record button is clicked, all fields on the page will be populated with Null values when the page opens. LEA-level users will be able to modify the School of Attendance, but School-level users will not. All other input will conform to the Screen Elements described below.
