SUGGESTED RESOLUTION:

Understanding the Error:

The SERV record in the reporting period must have a corresponding PLAN record where the following fields have the same value: SSID, Reporting LEA, Reporting SELPA, and Plan Effective Date.

Suggested Resolution:

Ensure an associated PLAN record exists for the same SSID, Reporting LEA, Reporting SELPA, and Plan Effective Date. Otherwise, update the SERV record with the correct information.
