Long-term English Learner Start Date
The date a student may become a long-term English Learner. A student is a long-term English Learner 7 years after the first time a student was classified as an English Learner. This is defined by looking at the earliest of the following:
For students whose most recent SELA status code = RFEP or EL or ADEL ((determined by sorting by Effective Start Date desc, ELAS status start date desc) the LTEL start date is:
Earliest date out of following three dates plus 7 years:
1) Earliest SELA record where English Language Acquisition Status Code = EL (determined by sorting by Effective Start Date ascending, ELAS status start date ascending)
2) Earliest SENR record where Enrollment status = 10 or 30 and exit reason code <> N470 (determined by sorted by Enrollment start date ascending, Enrollment Exit date ascending)
3) Initial US enrollment start date from Most Recent SINF record (Determined by Effective End Date is Null)
