This page will provide you the necessary tools in navigating through the CALPADS system and the different End of Year reporting requirements. It will be continually updated with new content as needed.

CALPADS EOY Calendar

The table below list the official dates and milestones associated to the different CALPADS submission periods. The Official Submission window reflects when the CALPADS snapshot revisions are activated and NOT the start of data submission. Submission of required files can be done anytime and as early as now.

Continuous CALPADS Work

CALPADS data submission is an ongoing process. Despite the seemingly 2 month gap between Fall 2 and EOY submissions, LEAs must take advantage of this time to get a head start on EOY submission while updating student information for testing.

1. Regularly update student data in SIS and in CALPADS

  • Run SSID Extracts for new students
  • Exit SENR records for students who have already exited. Do not exit students in CALPADS yet if they are still testing (e.g. CAASPP, ELPAC)
  • Run Cohort Report 15.2 to check accuracy of student memberships in this Cohort year

2. Monitor SPED students’ movement and possible needed meetings

3. Prepare and Test students for:

  • Summative ELPAC
  • CAASPP
  • CAST

4. Stay current with training and Flash communications

5. Run local validation queries to address potential missing data within SIS

  • Check for Absence due to suspension but no behavioral incident record
  • Check for SCTE record but no SCSC record of completion in valid Capstone course

General Reminders

Download Direct Certification and Foster Youth Data before 6/30/2026

The Direct Certification extract and Foster Youth data for AY 2025-2026 will be purged from the system after 6/30/2026. We recommend you download and save the data regularly from now to before June 30 for reference.

Supporting Reports Extract

  • An LEA may request a Supporting Reports Extract file as an alternative to specific Snapshot Reports. Please note that EOY report roles must be assigned to access a specific EOY submission report

CALPADS General Changes

New User Authentication

CALPADS is transitioning to a New User Authentication system which will require all users to acquire a new username and password. The new system is currently in User Acceptance Testing and is on schedule for rollout in March 10,2026.

  • All users must acquire their new username/password during the transition window: March 10, 2026 – May 1, 2026
  • Users are encouraged to get their new username/password early in the transition window
  • Users that fail to do so will not be able to log into CALPADS after the transition window closes on May 1, 2026. These users must work with their LEA CALPADS Administrator to establish a new username/password

Split File Functionality

The Split File Functionality automatically splits large files and creates smaller files that are submitted to CALPADS. This is useful for large districts who currently manually split large files to submit to CALPADS. This new functionality is in User Acceptance Testing and will be provided as an option in the production environment beginning March 10, 2026

End of Year Submission Changes

New EOY 1 = Former EOY 2, 3, 4 (not including one-year graduate and completer data)

The new EOY 1 submission will include the following:

  • The data submitted in the former EOY 2, 3, and 4 submissions: Program eligibility/participation, homeless counts, Reclassified Fluent English Proficient (RFEP) counts, behavioral incidents (restraint/seclusion, suspensions, expulsions), student absence summary, cumulative enrollment, and special education (counts, services, postsecondary outcomes). The new EOY 1 will not include one-year graduates and completers.
  • The new data collections for Attendance Recovery (AR) via the Student Absence Summary (STAS) file, Expanded Learning Programs (ELP) via new LEA Program (LEAP) file, and will identify students with disabilities that graduate and dropout between July 1, 2025 – June 30, 2026 (inclusive).

The SELPAs, which previously approved EOY 3 and 4, will be strongly encouraged to approve the new EOY 1 submission by the Certification Deadline and will be required to approve by the Amendment Window Deadline.

The Amendment Window Deadline for the new EOY 1 submission will always be July 31. If July 31 is on a Saturday or Sunday, the deadline will always be on the following Monday.

New EOY 2 = Former EOY 1 (including one-year graduate and completer data)

The new EOY 2 submission will include the following:

  • The data collected as part of the former EOY 1 submission: Course completion, career technical education (CTE) participants and completers, and work-based learning.
  • The one-year graduate and completer data that was previously certified as part of the former EOY 3 submission.

The SELPAs are not required to approve the new EOY 2 submission.

The new EOY 2 submission will not have an Amendment Window. The Certification Deadline for the new EOY 2 submission will always be one day following the August 15 graduate cut-off date. If August 15 is a Friday or Saturday, the Certification Deadline will always be the following Monday.

Cohort Pull

  • The graduate cut-off date remains August 15.
  • The pull of data for the ACGR will always be the same date as the new EOY 2 Certification Deadline and will always be one day following the August 15 graduate cut-off date. If August 15 is a Friday or Saturday, the cohort pull will occur on the following Monday.

Program Participation

Aside from the usual program participation reported, >EAs are now expected to report Local Education Agency Program particiation thrugh the LEAP file.

LEAs must:

  • Take care of CARS certification early
  • Determine who in your LEA oversees CARS certification and work with them.
  • Submit and certify EOY 2 early, since the program records may already be available in from extract from your SIS.

Run 2024-2025 Certified report 5.1 to determine last year’s designation for each school. Coordinate with business office or CARS person to certify correct data.

CARS

CARS certification must be done early. Certified status for each school under the LEA will affect the CALPADS expected schools table in relation to who are and are not required to submit Title I Targeted program data.

Below are recommended steps in ensuring CARS and EOY2 certification are accomplished without any delays.

  1. Run Report 5.1 certified from EOY 2 2024-25 through CALPADS Certification page for 2024-25.
  2. Determine who is responsible for Title I funding/ CARS in your LEA. Work with your CARS person to verify each schools’ current designation.
  3. CARS person must accurately certify CARS flagging each school as either Schoolwide or not
  4. Report Program 122 records of eligible students of Title I Part A Targeted schools in CALPADS. Schoolwide schools automatically count all enrolled students and so does not require any SPRG records.
  5. Run Snapshot 5.1 for EOY 1 2025-26.
  6. Confirm counts for Targeted and Schoolwide schools.

Student Behavioral Incidents, Absence Summary, Homeless, Reclassified English Proficient Students

LEAs are required to report data for students involved in reportable Behavioral Incidents, restrainst and seclusions; student absence data; homeless student data and SELA status updates for students who took the ELPAC Summative testing whose results came back as proficient

What files should LEAs submit for EOY 1- Student Behavioral Incidents, Absence Summary, Homeless, Reclassified English Proficient Students reporting?

Reminders

  • Incident files must be submitted and posted in the sequence listed above. Also, users should be aware of the default file upload processing method employed by each file.

  • Student enrollment must only be closed out at the end of the academic year. If students are still testing (CAASPP or ELPAC), it is important that the SENR record be left open.

When to submit an Incident record

LEAs are expected to report Incident records for the following:

(1) Incidents involving violations of Education Code Sections 48900 and 48915 even if they did not result in suspension or expulsion and;

(2) Incidents resulting in the use of behavioral restraints and seclusion even if they were not a result of a violation of Education Code Sections 48900 and 48915

Reporting Restraint and Seclusion

CDE collects information regarding the use of restraint and seclusion for students receiving either general education or special education to fulfill the statutory requirements of Education Code § 49005.1. Data certified in the 2024-25 EOY 3 submission will be used to make monitoring determinations in the 2026 monitoring year.

The court has mandated that the Special Education Division use certified Restraint and Seclusion data as an additional data point in making its annual monitoring determinations:

  1. LEAs reporting more than 2 restraints or seclusions per pupil (>2:1 ratio) will be asked to perform student record reviews.
  2. LEAs that meet any of the scenarios below will be flagged for questionable data quality and will have to complete monitoring activities associated with data quality. a. Report zero incidents of restraint or seclusion and have greater than 100 students with disabilities; or
    b. Report zero incidents of restraint or seclusion and have greater than 100 students with disabilities enrolled at Nonpublic Nonsectarian Certified Schools (NPS); or
    c. Fail to certify the CALPADS EOY 1 submission

Incident Reporting Reminders

Users should be aware of some nuances when reporting Incident Data.

  1. Incident Records can be submitted through Batch upload or manual posting at the Incident data page. However, a user cannot submit using a combination of both process for the same incident. If a user decides to upload a SINC file for an incident, then the SIRS and SOFF must be reported through batch as well. If a user decides to manually add an incident online, then the corresponding SIRS and SOFF section can be added in the same transaction.

  2. When Submitting through batch upload, the sequence of submission and posting should be in the order listed below. Each file must contain all reportable incidents and all have zero errors before moving on to the next file.

    1. SINC
    2. SIRS
    3. SOFF
  3. Although there are 3 distinct file types, users will not be able to see the Incident result information in both Student Details (Incident Results) and Incident Data section until both the SINC and SIRS record are posted.

  4. All 3 files use Replacement Processing

    • Records are processed based on the operational key. Records may be replaced using transaction types of “” (empty string), or “ “ (space), or “R” (Replace) all of which cause invoke the same system behavior. Submitted data are processed using the operational key to identify which records will be processed. For batch, all the records in CALPADS with the same operational key are deleted even if only one record with that operational key was submitted and all newly submitted records in the submission with the same operational key or any other operational key are added. For online maintenance, individual records in CALPADS with the same primary key are deleted and replaced.

The table below depicts the processing type and operational key for the various CALPADS record types.

  1. When deleting an entire incident either through batch or online maintenance, please delete in the opposite order of incident file submission. Delete SOFF, SIRS and then SINC.

Student with Disabilities

LEAs must continue to update regularly statuses and plans for students with disabilities to reflect new statuses based on conducted meetings/ assessments. Post-Secondary Status (PSTS) survey results shuld also be reported for Student with disabilities who were exited last year and never returned to any California school as reflected in CALPADS.

What Special education files should LEAs submit for EOY 1?

Note: All EOY 1 files will come from the Special Education System and sent to CALPADS through API. Except for the PSTS file, all files must be submitted and posted in the sequence listed above. Also, you should be aware of the default file upload processing method employed by each file.

LEA must also maintain updated student enrollment and demographic information.

Homeless Records must be closed annually

LEAs are now required to report homeless students AND close out the program annually. Certain errors will trigger for current actively enrolled students if current/old homeless records are not closed at the end of the reporting year.

RFEP Reporting Guidance

(Source: CALPADS Flash #322)

English Learners (EL) who meet reclassification criteria should be reclassified and their new Reclassified Fluent English Proficient (RFEP) statuses uploaded to CALPADS by May 15, 2026, to ensure they are in the Test Operations Management System (TOMS) by May 31, 2026. This is important because LEAs’ “participation rate” (rate of ELs taking summative ELPAC) impacts their English Learner Progress Indicator (ELPI) on the California School Dashboard, and the participation rate is based on statuses (e.g., RFEP) in TOMS which are sent nightly from CALPADS to TOMS - RFEP Students do not have to be assessed and therefore are not included in the participation rate
- EL students must be assessed by May 31; if they are not tested, the LEAs’ participation rate is negatively impacted

Key Points:

  • After May 31, 2026, 2024-25 Summative English Language Proficiency Assessments for California (ELPAC) and Summative Alternate ELPAC scores can no longer be used for reclassification purposes in 2025-26
  • RFEP Status must be uploaded to CALPADS by May 15, 2026 to ensure they are in the Test Operations Management System (TOMS) by May 31, 2026
  • All EL students who have not been reclassified by May 15, 2026, should be assessed with the Summative ELPAC or Summative Alternate ELPAC by May 31, 2026; this is to ensure that all eligible EL students are annually tested as required by law

Reclassification for any Summer RFEPS

Key points:

  • Students should be reclassified when they meet all four criteria for reclassification and the English Language Acquisition Start Date should reflect that.
  • Students reclassified after last day of school who WILL NOT be returning, should have RFEP date = last day of school.
  • Students reclassified after last day of school who WILL be returning, should have RFEP date = enrollment date for next school year.

EOY 2 Submission

The End of Year (EOY) 2 Data Submission has these important functions:

  • Provide LEA course section completer counts by State Course Code for courses completed at any time during the current academic year.
  • Provide counts of CTE participants, and completers for Perkins reporting.
  • Provide counts of student completion of specific work-based learning programs.
  • Provide an LEA count of students who graduated from LEA schools during the academic year, as well as other school completers.

Student Data to be Included

For Course Completion/Career Technical Education/Work-Based Learning data:

  • All students who are primarily or secondarily enrolled at any time during the current academic year who completed a course (CALPADS User Manual Glossary: Course Section Completion) while in grades 7-12 as well students in grades 9-12 who completed specific work-based learning programs. An example of content for an LEA extract for submission for a Reporting Year would be an extract containing all students with an open enrollment at any time during the Reporting Year for whom data on courses completed in grades 7-12 have not already been updated in the ODS for the current academic year. For Graduate/Completer data:

  • All students with primary or short-term enrollments (Enrollment status 10, 30) who have graduated and completed in grades 07 – 12 during the academic year. (See the CALPADS User Manual Glossary: Completer Enrollment Reporting Cycle)

What files should LEAs submit for EOY 2?

Note: Files must be submitted and posted in the sequence listed above. Also, users should be aware of the default file upload processing method employed by each file.

What classes should be reported for EOY 2?

LEAs must submit information on courses that students have completed during the academic year (7/1/2024 to 6/30/2026). Courses in departmentalized classroom settings in grades 9–12 are expected. This includes:

  • CTE Courses (7000 - 8999)
  • Regular classes in the 9000 range
  • College courses

Who are the students you should report with a Student Course Completion?

You would include all Student Course Completion (SCSC) records of students in departmentalized courses who have completed their said courses during the academic year (7/1/2025 to 6/30/2026). Self-contained classes must not be reported at all.

Who are the students you should report with a Student Career Technical Education record?

You only report SCTE records for students who are CTE Pathway Completers for this current academic year. SCTE records will now require the academic year value and so ONLY CTE Pathway completers for 2025-26 must be reported with a SCTE record.

Can we Start submitting data now?

Absolutely YES! In fact, we encourage you to start now. Start uploading data for the following:

  • Majority of the SPRG records may already be in your SIS. Start uploading relevant program records now. Work with your CARS coordinator to identify schools that are Title 1 School wide and Title Targeted assistance, to determine what schools need to be reported with students' Program 122 records.

  • Work with your SPED data submitter, making sure SWDS, MEET, PLAN records are constantly updated. Do not wait until May or June to update their status.

  • Start uploading Incident records (SINC, SIRS, SOFF) and to check for discrepancies. Request data from NPS schools early, so you can provide them feedback for any discrepancies.

  • Although grades for the last semester or quarter may still be pending, semester 1, quarter 1, Trimester 1 and 2 grades may now be submitted through the SCSC together with the CRSC records.

EOY Gamplan and Submission Strategies

To navigate the consolidated End-of-Year (EOY) 1 and 2 deadlines for the 2025–26 academic year, Local Educational Agencies (LEAs) should adopt a strategy of ongoing data submission, backward planning, and early staff coordination.

The transition to two EOY submissions—where the new EOY 1 includes the former EOY 2, 3, and 4 data, and the new EOY 2 includes the former EOY 1 plus graduate data—is designed to align data pulls with statutory deadlines and improve data consistency.

1. Adopt Ongoing Submission and Review

  • Monthly Incident Reporting: The CDE recommends submitting incident data, including restraint and seclusion, at least once a month throughout the year. This avoids an "EOY log-jam" and ensures data is reviewed by site administrators before they leave for summer break.
  • Resolve Data Discrepancies (DDs) Year-Round: Use the Data Discrepancy UI to resolve errors as data is submitted. For the 2025–26 cycle, EOY DDs will begin appearing as they are mapped to the new cycles; resolving these prior to the May 5 opening of the EOY window gives you more time for report reconciliation.
  • Regular SIS-to-CALPADS Comparison: Frequently compare local Student Information System (SIS) data against CALPADS ODS (RealTime) reports to ensure they match well before certification deadlines.

2. Plan Backward from Final Deadlines

  • Create a Local Milestone Calendar: Use a "staggered backwards" approach starting from the final deadlines. For 2025–26, these are:
    • EOY 1 Final Deadline: July 31, 2026.
    • EOY 2 Final Deadline: August 17, 2026.
  • Set Early Targets for "Zero Errors": Strive to be free of fatal errors for EOY 1 by June 26, 2026, and for EOY 2 by August 3, 2026. This provides a buffer for thorough report review.
  • Internal Site Deadlines: Set dates (e.g., mid-July) for site leaders to review and approve their specific reports before the LEA certifier provides final approval.

3. Manage Staff Availability and Summer Schedules

  • Pre-Summer Audits: Conduct local special education data system (SEDS) audits and review discipline/absenteeism reports before school ends or immediately after.
  • Identify "Skeleton Crew" Reviewers: Ensure key staff (data administrators and accountability coordinators) are available during the July and August windows for final error resolution.
  • SELPA Coordination: Because EOY 1 now includes all special education data, LEAs should approve by the July 17 initial deadline to give SELPAs sufficient time to review and approve before the July 31 final deadline.

4. Balancing Grade Storage and Graduate Data

  • EOY 2 Flexibility: The shift of one-year graduate and completer data into EOY 2 (August 17 deadline) provides more time than previous years to process summer graduates and store final grades in your SIS.
  • Focus on EOY 1 First: Prioritize "seat-time" data (absenteeism, cumulative enrollment, and incidents) for the earlier July 31 deadline.
  • Summer Graduate Procedures: For students completing requirements by August 15, continue using one-day enrollment/exit records (E230/Completion Status 100) to ensure they are captured in the August 17 cohort pull.

5. Identify Stakeholders, contributors, subject matter experts

  • Brainstorm, list and the owners of EOY data and the stewards

6. Define stakeholder responsibilities and participation

  • Use RACI Matrix, Roles and responsibility charts to outline submission and certification duties for - EOY stakeholders, site leaders
  • Clearly define your role

7. Set expectations for submission and reporting

8. Create an understanding what success is

  • Find a consensus on a reasonable certification date
  • Explain the consequences of failing to review reports (dashboard, cohort)

Impact of not certifying

There are the major consequences if your LEA does not submit and certify data for EOY by the prescribed timeline.
